There is no separator that can be used which is guaranteed not to be contained
in the region start key, so this approach won't work. How common is it for hbck
to need to be run? Seems like if it needs to be run at all, that points to a
bug in HBase. I think a safer approach (assuming this doesn't occur very
often), is to document that the local index should be rebuilt after hbck is run.
