Phoenix tracing webapp runnable jar is not included in the binary distribution
due to which bringing up the web app is failing to start. The failure is due to
the pattern used in
[phoenix_utils.py|https://github.com/apache/phoenix/blob/4.x-HBase-0.98/bin/phoenix_utils.py#L74]
not finding the jar file.
