Thanks for the patch, [~samarthjain]. This might just push the can down the
road, as the problem will occur again on the next occurrence of creating table
T.
Best short term fix to get to the root of the problem IMO is to add logic to
BaseTest.deletePriorTables() that verifies (using HConstants.LATEST_TIMESTAMP)
that no USER tables exist.
