Passes all tests that I ran.
If you look at {{WhereOptimizerTest.testNoAggregatorForOrderBy}} you'll see
that for AVG the ORDER BY is not removed. Not sure why not, yet.
Please have a look [~giacomotaylor].
If this is direction it should no longer be a subtask of PHOENIX-258 since it
has nothing to do with DistinctPrefixFilter.
