[~samarthjain] [~jamestaylor] Here is the patch to make local index upgrade
work proper. I tested it and working fine. Moved the code in UpgradeUtil to
ConnectionQuerySerivesImpl so we always upgrade local indexes during connection
initialization. Please review.
