I think when we are doing the offset on client, then the scanner will have the 
records that would be skipped in the cache. For example the case where we need 
to a merge sort on the client (order by on the non-pk axis) because there is a 
limit present on the query. In that case if there is an offset, then each scan 
would possibly return offset + limit number of rows.
