As expected, this was fallout from
https://cwiki.apache.org/confluence/display/INFRA/Jenkins+node+labels
As such, I've changed the build-node label expression from
(Hadoop&&ubuntu) to (Hadoop||ubuntu). According to a brief chat with
infra, there should be no reason that both sets of nodes won't work for
our builds.
Keep an eye on things, and send me a ping if you see precommit builds
failing reliably on certain hosts and we can go from there. The queue of
precommit jobs is starting to be worked off as I type.

It would appear that Precommit builds are hung due to having no
available Jenkins nodes to execute the jobs on. I'm guessing this has to
do with Infra's recent re-working of some of the worker node labels.
Just an FYI that I'm looking into it and I'll send a note when I get a
resolution in place.
