Summary: Use new encoding on the write even for old tables

For column encoded table that encoding is also used ever the wire. Especially
for dense table it is far more space efficient.
We should this over the write format even for old table. The the server we can
still write data in the old format, but the saving of over-wire-bandwidth are
worse pursuing.
