Description:
For column encoded tables the encoding is also used over the wire. Especially
for dense table the encoded format is far more space efficient.
We should use this over-the-write format even for old tables. The the server we
can still write data in the old format, but the saving of over-wire-bandwidth
are worth pursuing.
