Geoffrey Jacoby reopened PHOENIX-3611:

Reopening based on discussion over at PHOENIX-3607. In short, having the cache 
expire based on size can lead to issues in where bursty traffic from lots of 
different Users could result in connections being closed by the cache eviction 
when they're still in use.
