I see the culprit. JmxCacheBuster in org.apache.hadoop.metrics2.impl is
restarting the metrics system. So there is a race between phoenix registering
its tracing sink and the JMXCacheBuster restarting the system. And it turns
out, [~enis] already has a fix for it in
https://issues.apache.org/jira/browse/PHOENIX-3062. Will close this one as a
duplicate.
