consistent with the data table until the buildIndex you added is complete. 
Perhaps we should mark the index as inactive while the buildIndex is running?

Index can also be marked inactive by other processes as well(like Index is 
disabled and automatic rebuilding kicked-off by making it inactive or etc) so 
if we make it inactive for this process and start to buildIndex, then we can't 
make it active because we are not sure that if other processes are completed or 
not. 

Let me know if there are any other comments or I can go ahead and commit it.
