[~samarthjain] may have fixed/worked around the
RenewLeaseIT.testLeaseDoesNotTimeout exception. Any insight into the
IndexExtendedIT.testSecondaryIndex failure, [~rajeshbabu]? Should we hold off
until Phoenix 4.11 to support HBase 1.3 since we need the fix for HBASE-17587?
