Just a few short notes:
* The pom.xml in phoenix-core lacks the explicit dependency of commons-cli. But
since it depends on hbase and that on commons-cli, it's covered. Still a
misleading variable "commons-cli-version" is set in the pom.xml of phoenix,
which is never used.
* Once the commons-cli version gets bumped up to 1.3, the double double quoting
workaround stops working.
