We had moved to 1.2.4 a while back, but had to revert to 1.2.3 because of
HBASE-17587. However, the test method I need in HBaseTestingUtility isn't
present until 1.2.4 (from HBASE-14734) for PHOENIX-3598.
Looks like 1.2.5 would both have the fix for HBASE-17587 and HBASE-14734.
