An attempt to get our tests back in a better shape. One theory is that the
overrides we have for reducing the number of threads that a mini-cluster spawns
some how is causing flappy behavior of our tests. We should reduce the number
of forked VMs we are running to compensate for the increased number of threads
before we hit the OS limit. And increase the amount of memory we are allocating
to each VM (keeping the overall max heap the same as before) since each VM will
be running more tests now.
