[~apurtell] - if you get the Configuration from an HTable and then you call a 
setter on it, will that change the Configuration outside of the HTable?

[~samarthjain] - if you go the route of using the config on the htable and you 
do need to clone it, can you try using the copy constructor instead of the util 
you wrote (which I think will be more expensive). Definitely worth filing an 
HBase JIRA for the config clone bug you've found.
