There are some HTableDescriptor properties we support to control the index
failure behavior. We should provide a means of validating that they're added to
only Phoenix tables and not indexes. They'd already be prevented from being
added to views (on which you're not allowed to have HTableDescriptor properties
since the physical HBase table is shared).
