The test is an invalid test. It is basically testing that the client is setting
the priority of RPC to index priority when the ClienRpcControllerFactory is
configured which isn't correct. We already have tests in PhoenixServerRpcIT and
PhoenixClienRpcIT that test the setting of priorities and handling of RPCs
correctly.
