[DISCUSS] Dropping 4.x-HBase-0.98?

Do folks have any strong opinions on whether or not we should continue 
to target a Phoenix release against HBase 0.98?

I seem to recall our Andrew prioritizing newer HBase releases instead of 
continuing the 0.98 cadence. Any reason to not do the same?
