Summary: Isolate materialization optimization from Volcano

Now that we can do materialization substitutions and optimizations in the
planning workflow but independent of the VolcanoPlanner, we do not need to
perform and materialization optimizations within the Volcano planning process.
And due to some recent changes in Calcite, doing materialization substitutions
with VolcanoPlanner would cause a lot of failures in Phoenix.
