I don't think we should convert tests that extend ParallelStatsDisabledIT to
extend BaseUniqueNamesOwnClusterIT, [~samarthjain]. We have
org.apache.phoenix.end2end.ParallelRunListener which keeps track of how many
tests have run and restarts the cluster when we're over a threshold.
