In a couple of test runs like
https://builds.apache.org/job/PreCommit-PHOENIX-Build/1292//testReport/, I have
seen that tests that are meant to check that the immutable index has all the
data table rows flap. I think we need to fix PHOENIX-2582 first since the catch
up query to run the index populating UPSERT SELECT is a bit arbitrary and
dependent on getting the timing right.
