Summary: Handle partial rebuild of an index on a view

I don't think we have any tests of partial rebuilding an index on a view. We
should test this and verify it works correctly. We'll need to be careful since
the underlying physical table for the index does not have an entry in the
SYSTEM.CATALOG table. We'll need to track disablement and rebuild at the view
level.
