     `DEFAULT_TIME_ZONE_ID`  should take value from 
`TimeZone.getDefault().getID()` instead of constant `GMT`

     `DEFAULT_TIME_ZONE_ID`  should take value from 
`TimeZone.getDefault().getID()` instead of constant `GMT`, so that all `DATE`  
and  `TIMESTAMP`  column values are formatted  using timezone configured in JVM.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/szq80140/phoenix 4.11-HBase-1.1
