I'm hoping this fixes the flappiness of
PartialIndexRebuilderIT.testCompactionDuringRebuild(). It's also a pretty
serious bug - don't want the index to transition out of a DISABLE state when
the INDEX_DISABLE_TIMESTAMP is 0. This will prevent that as a race condition.
