bq. Would a better alternative be to not do the local write when it is detected 
that a split has been requested. Basically change the checkForRegionClosing to 
checkForRegionClosingOrSplitting? The "region split requested" variable can be 
set in the preSplit() hook.
Still we have same problem because before closing the region we try to acquire 
the write lock which will not happen because scan already in progress by 
holding the read lock and so nothing will proceed further and we end up with 
deadlock case.
