I think your patch is fine, [~lhofhansl]. Since this is configured on the 
SYSTEM.CATALOG table, best to leave it in place as we'll go back to the 
previous version once the system catalog table is splittable (as the previous 
version enforces that splits only occur between different tenant+schema 
combinations.
