Removed the noop check.

[~jamestaylor] Assuming this is a 4.14 feature, I put a check in 
MetaDataEndpointImpl  for if the client is older than 4.14 (in which case 
PENDING_DISABLE is just treated as DISABLE by the client).  However, I put it 
as 4.13 right now because the tests fail otherwise, since MetadataProtocol is 
currently set to 4.13.  Whenever we update MetadataProtocol, we'll need to 
update my check as well.  Not sure what the procedure for that is.
