If we have a new client against a new server and detect that the upgrade is 
required, we should throw an exception saying that SYSTEM.CATALOG needs to be 
upgraded (and not perform the upgrade). 
Then the user would have to manually upgrade SYSTEM.CATALOG before they could 
connect.
