Yes - you'd want to bring it up to the latest on the 4.x, master, and 5.x
branches. I typically develop in the 4.x-HBase-1.3 branch (since master has
some known test failures), and then it's usually very easy to cherry pick it
over to the other branches.

No, I don't think that'd be necessary. I suspect the main way to interact with
it will be through the {{SHOW CREATE TABLE}} command which would be a grammar
addition to phoenix-core.
