Phoenix Query Server forces SPNEGO auth (Kerberos) for clients when Kerberos
auth is enabled for HBase.
Client authentication should be decoupled from HBase authentication. This would
allow for other client authentication mechanisms to be plugged in when Kerberos
is used for HBase.
