PHOENIX-3655 was committed to 4.x-HBase-1.4 and 5.x-HBase-2.0 branches
recently. The patch cannot be backported to 4.x-HBase-1.3 and 4.x-HBase-1.2
branches since we don't have hbase-metrics or hbase-metrics-api modules. These
modules provide the implementation of various metrics (like counters, gauges
etc). Without this, we dont have a way to provide a shim layer of indirection
from phoenix metrics to hbase metrics.
This Jira is to discuss potential options for the backport.
