Summary: Ignore failing IT in 4.14-cdh branches

A couple of tests are failing on 4.14-cdh branches. This ticket if for bringing
the branch back into a building status and also to act as an umbrella to track
further work on reenabling this tests.
Two tests are currently failing ( both related to LocalIndexes not working
correctly after PHOENIX-4830) . This is not happening in Apache branches..
Needs further investigation :
