PHOENIX-5190 is introducing a new IndexRebuild Task stored in System.Task. It
was originally created for external processes to request async index rebuilds
with more robustness. However, it would also be useful if calls to either
CREATE INDEX ASYNC or ALTER INDEX REBUILD ASYNC worked by enqueueing a rebuild
task, rather than using the PhoenixMRJobSubmitter and timestamp flags in
System.Catalog.
