Build an implementation that uses a JVM based stats cache on top of the
configuration that will be available from this JIRA:
https://issues.apache.org/jira/browse/PHOENIX-5231
Approach is to use a singleton pattern for the cache and provide that instance
to all the clients who use the cache.
