BaseTests sets this 1000ms, and I see the logs filled the scans for new tasks.
That produces more IO on the jenkins VMs and require archiving much more data.
There are only a few tests that do anything with tasks and those would slow
down on average by 4.5 seconds.
The production default is 1 minute, setting this to 10s for tests seems more
sensible.
