Once we are able to generate delete mutations using the child view and parent 
PTable, we should send the mutations directly from the client to the endpoint 
coprocessor on SYSTEM.CHILD_LINK rather than doing a server-server RPC from the 
SYSTEM.CATALOG region to the SYSTEM.CHILD_LINK region.
