Summary: Metric for global read repairs due to concurrent updates

The global indexer cannot distinguish between (1) a prior update that failed to
complete and (2) an ongoing update that hasn't finished, yet.
In order to distinguish these cases the code uses a heuristic by assuming that
no update will take longer the N timeunits to finish. N defaults to 10 minutes.
We should have an additional, separate metric for this case.
