Metrics are attempted to be setup twice during this path which causes an
exception to be thrown.
Recreation:
Adding
{code:java}
props.put("phoenix.query.request.metrics.enabled","true");
{code}
To the CursorLifecycleCompile() method in CursorCompilerTest and running the
test.
