phoenix-queryserver was decoupled to new repo. And the queryserver config keys
was moved to QueryServerProperties class. But there are some configs which
still reference to the QueryServices. It will make the build failed if upgrade
phoenix-core dependency to 5.1.0-SNAPSHOT.
