HBase has https://github.com/apache/hbase/blob/master/dev-support/hbase-vote.sh
which runs basic things that need to be verified when checking the validity of
an RC. We should incorporate this in Phoenix as well. This will help
standardize what is expected in each release (rather than it being dependent on
the voter) and will potentially save cycles for the RM when they carry out the
RC votes.
