We have the following unrelocated packages in phoenix-client:
* javax.annotation
* javax.inject
* javax.validation
* javax.xml
We have seen at least javax.validation causing problems in activation.
Investigate if any of these need to be unrelocated for the JDBC functionality,
and relocate what we can.
