Resolution: Duplicate
The tests only fail if we build Phoenix with Hadoop 3.1.
I have reverted the Hadoop version in the HBase 2.1 profile to 3.0.3,
and changed the documentation and postcommit test config to rebuild HBase 2.1
like the in the other profiles.
