As found by Ankit during the release vote check:

I'm not sure we can or should an ASF header on a patch file, but we can exclude
it from RAT.

This is unpacked from the commons-cli maven source artifact, exclude it from RAT
bq. * Distribution link for the vote has a typo, the correct link seems to be

bq. * RELEASE notes and changes.md seems to be not updated from the last
bq. release.
It's a bug in the release scripts, I already have the fix, will open a JIRA for
them ASAP.
