pherf-cluster.py is supposed to use the JARs in /lib instead of phoenix-client.
At least for master we know that the libraries in /lib haven't been maintained
in a long time, and do not contain everything needed to run the client.
I also do not see the advantage over pherf-standalone, which uses the shaded
client, which is already available anyway.
