It looks like when phoenix-connectors was last refactored to support both
Phoenix 4.x and 5.x, the IT tests for phoenix-pig were mistakenly not enabled
because the maven failsafe plugin isn't in their poms.
Running them locally they look stable, so we should re-enable them.
