PHOENIX-6397 introduces org.apache.phoenix.monitoring.JmxMetricProvider, which
depends on HBase and Phoenix feature not present in 1.3, thus breaking the
build.
The best solution is probably pushing down the Class to the the compat modules,
with a dummy implementation for the HBase 1.3 profile.
