PHOENIX-6227 introduced the SchemaRegistryRepository interface for
communicating with an external schema registry. While most methods correctly
throw IOException, getSchemaById and getSchemaByTable() mistakenly do not. We
should clean this up before 4.17 and 5.2 are released so we don't break
compatibility later.
