If we need to both move the SYSTEM tables into the SYSTEM namespace, and update
their schema, then the Schema update doesn't happen.
After the first startup, the tables are migrated, but not updated, and Phoenix
does not work.
Restarting Phoenix (or starting another instance) will finish updating the
migrated SYSTEM tables, and from that point Phoenix works correctly.
